Sarwar was elected as a member of the reserved seats for the Senate of Pakistan in March 2018, displacing another Pakistan Muslim League (N) member. He served until September 2018 when he was replaced by a PTI member, Dr. Nafisa Shah, as the new member of the Senate of Pakistan. He sat as an independent member. Prior to being elected to the Senate, he was a member of the House of Commons of the United Kingdom from 1997 to 2010.

Sarwar served a single term as the Governor of Punjab[n 2] from 1 October 2013 to 29 December 2014, retaining the seat after winning a victory in the 2014 Pakistani general election and a seat in the National Assembly after the 2018 election. He resigned on 29 January 2015 due to his disagreement with the British foreign policy over the use of drone strikes on civilians. Prior to his election as Governor of Punjab, he served as a member of the Lower House of the British Parliament from 1997 to 2010. He was first elected in the 1997 general election in the Glasgow Pollok constituency. He lost his seat in the 2001 general election to the Labour’s Imran Hussain. He failed to regain the seat in the 2005 general election and in the 2010 general election he lost to a Labour Party contender, David Mundell.

He took steps to improve the standard of living of the Punjab people by greatly developing health care, education, particularly education aimed at women during his time as Governor of Punjab. He also improved economic development in the province. He was well known for reforming welfare policies in Pakistan and also for the introduction of far-right, anti-immigration policies. To finance his political campaigns, he collected money illegally from Pakistani expatriates living in London, under the guise of religious charitable activities. This arrangement was later uncovered by the UK Charity Commission.

Prior to his appointment as Governor of Punjab, he was a member of the Pakistan Muslim League (P) for 13 years. He was first elected to the Provincial Assembly of the Punjab in 1986, and retained his seat in every general election until he lost in October 2002.
